At his request, Citizen Pugovkin was established

Citizen Pugovkin, at his request, was assigned a part-time work lasting 4 hours with a five-day work week. When Pugovkin was granted annual paid leave, the duration of the leave was reduced in proportion to the length of the working week. Considering that his rights to annual paid leave were violated, Pugovkin turned to the federal labor inspectorate.
In the role of inspector, give a legally sound answer to Pugovkin and draw up an order to the employer.
