The Committee of Territorial Public Self-Government of the V microdistrict of the urban settlement N. submitted to the city administration as a legislative initiative a draft regulation “On the procedure for landscaping in the territory of the V microregion” with a request to send it to the city council for consideration. However, the head of the city administration considered it inappropriate to adopt this normative legal act, about which he notified the chairman of the committee of territorial public self-government in writing. Disagreeing with the arguments of the head of the local administration, the chairman of the committee of territorial public self-government decided to appeal his refusal to the prosecutor.
