The law of the region approved the qualification requirements for education and length of service of the municipal service or work experience to fill the posts of the municipal service. After the Law entered into force, the head of the municipality dismissed all municipal employees from the municipal service who did not meet the qualification requirements established by the Law under Part 3 of Art. 81 of the Labor Code of the Russian Federation due to insufficient qualifications. Municipal officials considered the dismissal unlawful and filed a lawsuit to reinstate the municipal service.
